That a development agreement between the Municipality and the property owner be registered on title, outlining that the Municipality will never be responsible for assuming the right-of-way, the lots may not be accessible to emergency vehicles, and the road will be maintained to municipal standards in accordance with Bylaw 2009-06 (Section 6.3.6.1 n).
