Council Meeting

THAT the Agenda for the Regular Meeting of the Council of the Municipality of Marmora and Lake for Tuesday, August 4, 2026, be approved as presented.

THAT the foregoing minutes of the Regular Meeting of the Council of the Municipality of Marmora and Lake held Tuesday, July 7, 2026, be approved as presented.

THAT the foregoing minutes of the Special Meetings of the Council of the Municipality of Marmora and Lake held July 13 and July 30, 2026, be approved as presented.

THAT Council accept this “Joint Municipal Election Compliance Audit Committee” report, dated August 4, 2026; AND FURTHER THAT Bylaw 2026-53, being a bylaw to establish a Joint Municipal Election Compliance Audit Committee and appoint its members, be recommended for Council adoption.

THAT Council accept this “Audit Planning 2025 – Baker Tilly KDN LLP” report, dated August 4, 2026; AND FURTHER THAT Council acknowledge receipt of the report by signing the Audit Planning Report.

THAT Council accept this “Infrastructure Ontario Financing – Landfill Track Loader” report, dated August 4, 2026; AND FURTHER THAT Bylaw 2026-48, being a bylaw to authorize the borrowing of an amortizing debenture in the principal amount of $166,334.98 towards the cost of a Landfill Track Loader, with funds being released on August 17, 2026, be recommended for Council adoption.

THAT Council receive this "CAO Status Update August 2026" report, dated August 4, 2026, for information.

THAT Council receive this “Amended Job Description & Recruitment – Manager of Transportation Services” report, dated August 4, 2026; THAT Council approve the updated job description for the Manager of Transportation Services role, as amended, to include the CRS designation as a required qualification, while leaving all engineering-related training as an asset; AND FURTHER THAT Council direct staff to post and recruit to fill the Manager of Transportation Services position in accordance with the Municipality’s hiring policies and procedures.

THAT the foregoing minutes and reports of the Committees and Boards listed are hereby received for information.

THAT Debbie Starrett's correspondence be received for information.

THAT Council receive the report for information.

THAT the Council of the Municipality of Marmora and Lake support the efforts of Southeast Public Health - Belleville office to reduce the risk of the West Nile virus illness in the Marmora and Lake area; AND THAT Council give permission to Southeast Public Health - Belleville office to carry out larviciding activities to prevent and/or control West Nile virus in the Marmora and Lake area, if deemed necessary.

THAT Bylaw 2026-48, being a bylaw to authorize the borrowing of an amortizing debenture in the principal amount of $166,334.98 towards the cost of a Landfill Track Loader, with funds being released on August 17, 2026, be read and passed this 4th day of August, 2026.

THAT Bylaw 2026-53, being a bylaw to establish a Joint Municipal Election Compliance Audit Committee and appoint its members, be read and passed this 4th day of August, 2026.

THAT Council will proceed into a closed meeting session at 6:01 p.m. under the Municipal Act, 2001, Section 239(2):  (b) personal matters about an identifiable individual, including municipal or local board employees; (d) labour relations or employee negotiations; o Re: Fire Chief Recruitment

THAT Council reconvene in open session at 6:45 p.m.

THAT staff follow the direction of Council made in closed session.

THAT Bylaw 2026-54, being a bylaw to confirm the proceedings of the Regular Meeting of Council held on the 4th day of August, 2026, be read and passed this 4th day of August, 2026.

THAT this meeting is adjourned at 6:46 p.m.
