THAT the Agenda for the Regular Meeting of the Council of the Municipality of Marmora and Lake for Tuesday, December 16th, 2025, be approved as presented.

THAT the foregoing minutes of the Regular Meeting of the Council of the Municipality of Marmora and Lake held Tuesday, December 2nd, 2025, be approved as presented.

THAT the foregoing minutes of the Special Regular Meetings of the Council of the Municipality of Marmora and Lake held November 28th and December 4th, 2025, be approved as presented.

Page 2 of 8 Council Meeting December 16, 2025 THAT Council accept this “Procedural Bylaw Update” report, dated December 16, 2025; AND FURTHER THAT Procedural Bylaw 2025-68 be recommended for Council approval.

THAT Council receive this “2025 Traffic Sign Retro-reflectivity Inspections and Inventory” report, dated December 16, 2025; AND FURTHER THAT Council receive the 2025 Traffic Sign Retro-reflectivity Inspection and Inventory Report (by Advantage Data Collection) for information.

THAT Council receive this "Asset Management Plan 2025" report, dated December 16, 2025; THAT Council approve the Municipality of Marmora and Lake’s Levels of Service Asset Management Plan, prepared in accordance with Ontario Regulation 588/17; THAT Council receive the tax-supported and rate-supported financial information of the Plan that identifies a funding gap over the next ten years to meet the proposed service levels; THAT Council direct staff to make the Plan publicly available on the Municipality’s website; Page 3 of 8 Council Meeting December 16, 2025 THAT Council direct staff to submit the Plan to the Ministry of Municipal Affairs and Housing; AND FURTHER THAT Council direct staff to incorporate recommendations of the Asset Management Plan for both tax-supported and rate-supported capital levels of service, utilization of risk-based prioritization, and increase of asset condition knowledge into future capital budget processes, including a minimum commitment to financing strategy Option 2, with room for additional increases to capital expenditures through the budget process, as needed and recommended by staff.

THAT Council receive this “Environmental Registry Ontario – Proposed Boundaries for the Regional Consolidation of Ontario’s Conservation Authorities” report, dated December 16, 2025; AND FURTHER THAT Council direct staff to submit comments through the ERO on this matter.

THAT Council receive this "CAO Status Update December 2025" report, dated December 16th, 2025, for information.

THAT the foregoing minutes and reports of the Committees and Boards listed are hereby received for information.

THAT Council receive the brief for information.

THAT Council accept the announcement for information.

THAT Bylaw 2025-68, being a bylaw to establish the Corporation of the Municipality of Marmora and Lake’s rules of procedure for meetings of Council and applicable Committees, be read and passed this 16th day of December, 2025.

THAT Council will proceed into a closed meeting session at 7:10 p.m. under the Municipal Act, 2001, Section 239(2):  (b) personal matters about an identifiable individual, including municipal or local board employees; (d) labour relations or employee negotiations; o Re: Policy Enforcement  (b) personal matters about an identifiable individual, including municipal or local board employees; o Re: Department Update  (d) labour relations or employee negotiations; o Re: Union Update  (b) personal matters about an identifiable individual, including municipal or local board employees; (k) a position, plan, procedure, criteria or instruction to be applied to any negotiations

THAT Bylaw 2025-70, being a bylaw to confirm the proceedings of the Regular Meeting of Council held on the 16th day of December, 2025, be read and passed this 16th day of December, 2025.
